If you have oily eyelids a matte concealer will help to absorb the excess oils. Plus set your primer with a translucent mattyginy powder for maximum results.
However, if you have dry hooded eyelids, which is not typical but it can be, particularly for mature hooded eyelids, you should try another type of eye primer like this one here.

When it comes to choosing the right eyeliner for hooded eyes, there are a lot of options, but there are some basics to consider.

When it comes to applying eyeliner, I find it helpful to look down into a mirror.
This allows me to see the hooded eyelid clearly.
With hooded eyes it is easy to close the eye, do a beautiful winged eyeliner and then open the eyes and find out that it actually looks terrible.
If we follow our droopy eye shape, the eyeliner will also look droopy.
What we need to do is to try to apply the liquid eyeliner with our eyes as open as possible to allow us to see in the mirror how it looks, the line we are doing, and how it will look with our eyes open.
Another thing to consider is that depending on how hooded your eyelids are, it is how thin you need to do the eyeliner, especially in the outer corner of the lash line.
If you have slightly hooded eyes, you can try a medium-thin line.
More hooded eyelids need a super fine small line.
This is because we want to let our eyelid show as much as possible when we open our eyes above our eyeliner.
This gives the illusion of not having hooded eyelids.
For very hooded eyelids, you should opt for a smudged technique.
This is the same technique I teach for mature hooded eyes in my book on mature skin makeup.
In my case, I’m doing a super thin line that I’m starting from the outer corner of my lash line, taking it to the center of my eye, and stopping there.
I don’t want to make the entire lash line for now. At least not with liquid eyeliner.

Next, we will make a small line between the line we just made and our natural lash line. And this will finish our line.
The purpose of doing this two-step line instead of just doing one line from the lash line to the wing is to find the point where our natural hooded eyelid starts and avoid that point, so when we open our eyes the eyeliner line looks straight and just how we want it.
Pro tips to apply liquid eyeliner for hooded eyes
By this time, we have our inner part of the lash line without any eyeliner.
Pro tip #1: What I want to do with the inner corner of the lash line is a technique called tightlining, where I apply a pencil eyeliner to the upper waterline.
This creates a subtle line and makes my lashes look fuller.
And because we are doing a thin line in the outer part of the lash line and a almost invisible (still visible) line in the inner part, we are creating the illusion of a regular eyeliner, but we are giving the opportunity to our hooded eyelid to show more when we have our eyes open.
And like we mentioned earlier, this is exactly what we want to achieve.
Pro tip #2: When it comes to creating a winged look, I like to use a steady hand and take my time.
I start by drawing a small line at the outer corner of the eye, and then gradually build up the wing by drawing a line upwards and outwards
This creates a winged look that is subtle and flattering.
Pro tip #3: Clean up your eyeliner with concealer
I also find it helpful to use a small brush to clean up any mistakes and to correct any smudging.
I like to keep a small brush and some makeup remover nearby in case I need to make any adjustments.
